Chris Carter's The Executioner
I reviewed the first novel by Chris Carter in Black Static #14, and from memory I really didn't much care for The Crucifix Killer.
Reviewers are notoriously unreliable coves though and you may well be one of those ruggedly independent types who want to make up their own mind about something rather than be force fed the opinion of some self-ordained expert.
