It's something that bugs me (one of many things, actually), how when there's a new offensive planned in Afghanistan the military hold a press conference to announce it in advance.

I think the Army releases details in Afghanistan to give civilians time to move out. The alternative is more civilian casulaties and a very bad press.

Either way they can't win but they can't win anyway.

There's also a PR angle to this. Because the civilians are taken into consideration there is always hope that we can avoid catching too much media hell as a result of casualties.

Attitudes have changed since the days when the Allies carpet bombed Germany.
