I've noticed that stories in Interzone, Black Static, et cetera feature double quotation marks (" ") to set off the dialogue rather than inverted commas (' '). Is it then TTA Press's preference to receive submissions in this style as well?

It's not a requirement of submission, mister, so I wouldn't worry about it.

I always use double quotation marks as the default setting when writing fiction, then when submitting you can check what the house style is for that market and if inverted commas are their preference a quick search and replace all does the job.
Unfortunately it won't work the other way, unless you're happy with things like don"t and aren"t.
